当会は、2022年（令和4年）9月に設立されました。同年、ロシアによるウクライナ侵攻が契機となり「ウクライナへの支援を緊急課題」とし、東欧、バルト三国、コーカサス地域への今後の支援を継続することであります。設立時には、千葉県成田市の実業家、東海大学東欧会とその関係者のメンバーが中心となりました。

ウクライナ支援において、は同年ウクライナ支援ネットワーク「桜と向日葵」を会内に設立し、来日したウクライナ避難民への支援（インバウンド型）と日本からウクライナへの直接支援（アウトバウンド型）を柱としております。当「桜と向日葵」は活発な活動家が中心となって構成され、日本国内での支援活動で注目されるグループになろうとしております。

事業対象国は、主に東ヨーロッパ、南ヨーロッパへ位置する諸国（ウクライナ、モルドバ、エストニア、ラトビア、リトアニア、ポーランド、ハンガリー、チェコ、スロヴァキア、ルーマニア、セルビア、クロアチア、スロヴェニア、モンテネグロ、ボスニア・ヘルツェゴビナ、北マケドニア、コソヴォ、アルバニア、カザフスタン、キルギス、ウズベキスタン、トルクメニスタン、タジキスタン、アゼルバイジャン、アルメニア、ジョージア）の計21カ国です。

The Association was established in September 2022. The invasion of Ukraine by Russia in the same year triggered the association’s decision to make support for Ukraine an ‘Urgent Issue’ and to continue providing support to Eastern-Southern Europe, the Baltic States and the Caucasus region in the future. At the time of its establishment, the organisation was led by a businessman from Narita-City, Chiba Prefecture, and members of the Tokai-University Eastern Europe Association and its associates.

In support of Ukraine, the Ukraine Support Network “Sunflowers and Sakura” was established within the Association in the same year, with the main focus on support for Ukrainian refugees who have come to Japan (inbound support) and direct support from Japan to Ukraine (outbound support). The “Sunflowers and and Sakura” Association consists mainly of active activists and is trying to become a group that attracts attention for its support activities in Japan.

The countries covered are mainly located in Eastern and Southern Europe (Ukraine, Moldova, Estonia, Latvia, Lithuania, Poland, Hungary, Czech Republic, Slovakia, Romania, Serbia, Croatia, Slovenia, Montenegro, Bosnia and Herzegovina, North Macedonia, Kosovo, Albania, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, Tajikistan, Azerbaijan, Armenia and Georgia), 21 countries in total.
